In a historic decision handed down on June 27, the U.S. Supreme Court upheld Cleveland’s pilot school voucher program, ruling the U.S. Constitution is not offended when parents choose to use publicly funded vouchers to pay tuition at religious schools. That story headlines Page 1 of the August 2002 issue of School Reform News. That issue also covers choice proposals by Rep. Bob Schaffer and Rep. Dick Armey; U.S. Department of Education statistics showing taxpayers sent more than $8,500 per student to the public schools in 2001-02; and J.E. Stone’s recent study of the usefulness of national teacher certification. The August interview is with Howard L. Fuller, chairman of the Black Alliance for Educational Options and former superintendent of the Milwaukee Public Schools. (download pdf)
