Olivier Garrett: First-Hand Lessons from a VAT Country

Olivier Garret is a native of France, where the value-added tax originated more than 55 years ago and quickly spread across Europe. Garret describes the VAT as "a license to steal" and worries it could be imposed in the United States, where he now works as chief executive officer of Casey Research, which provides economic research and analysis to individual and institutional investors across the United States and abroad.
