Michael Casserly: How Big School Districts Improve

A new report examines how urban school systems that significantly improved on the National Assessment of Educational Progress did it. It concluded the biggest influence was instructional and organizational practices.Michael Casserly is executive director of the Council of the Great City Schools, which co-published the report.
