James Hohman: Detroit and the Emergency Manager

Michigan Gov. Rick Snyder (R) has announced plans to assign an emergency manager to take over Detroit city government, which is on the verge of insolvency. James Hohman of the Michigan-based Mackinac Center says emergency managers in Michigan have powers local officials do not have, but even with those powers there is no guarantee the city can avoid insolvency in the long run.
