The United States has by far the highest incarceration rate in the industrialized world, and the state with the highest rate of all is Louisiana, where the prison population has doubled in 20 years. These prison populations take a huge toll on state budgets -- and have social costs that can't be counted in dollars. Kevin Kane of the Louisiana-based Pelican Institute for Public Policy explains how Louisiana (and other states) could roll back their prison populations without harming public safety.
