Nick Dranias: State Compacts Could Force Federal Budget Amendment
States have the power to amend the U.S. Constitution, but it's an arduous process. Constitutional scholar Nick Dranias of the Goldwater Institute says "compacts" among the states could significantly ease the process. He and other scholars and policy experts are working together on compacts for a Constitutional amendment to require a balanced federal budget. Two states have already approved such a compact. Dranias joins us to explain the process.
