Such broad technical change will involve many long-tan processes: research and development, innovation that Turns basic advances into marketable products, and the diffusion and international exchange of new technologies. These processes can be particularly slow for core energy technologies that involve integrated systems of conversion, distribution, and end use and for the related 
infrastructure.
