Certificates of Need: A Primer On A Program That Needs To Go

In this article about Certificates of Need in Florida, author Peter Doherty writes;

As there is no good to be served by putting off until the end of this article the point I wish to make, I shall state it right here: Florida's Certificate of Need Program (CON) should be scrapped.  It has outlived any usefulness it  may once have had, and is today used primarily as a tool for keeping competition out of the health care marketplace and as a funding mechanism for locally based Health Planning Councils.  The former puprose is antithetical to every responsible economic theory and it harms consumers.  The latter purpose could be adequately met by alternate means.
