Clean Air Act: EPA Should Improve the Management of Its Air Toxic Program

While EPA has made progress towards implementing the air toxics program mandated by the Clean Air Act most of the completed requirements were met late and many requirements and significant challenges remain. EPA has completed one of the four categories of requirements - issuing 96 rules that set emissions standards for major stationary sources - but did not do so until 2004, which was 4 years behind the schedule outlined in the act.
