A fundamental right govenrment owes its citizens is safety--the right to live, work, and move about peaceably, secure in one's person and property. Yet some societal observers believe that America's criminal justice system has collapsed. According to the NAtional Institute of Justice, five out of six twelve-year-olds will be the victims of a violent crime in their lifetimes.
