ESP Amendment Dumps on Consumers

A little-noted amendment by Sen. Ernest Hollings (D-Se) to the proposed Uruguay Round of the General Agreement on Tariffs and Trade (GATT) could help make lawyers richer while forcing consumers to pay higher prices and discouraging new foreign investment in the United States.
