To Expand Children's Insurance Coverage

Most people think that America's welfare state is shrinking.  The number of families on cash assistance has been declining for years in most states, dropping by nearly 40% from 1993 to 1998.  In a few states, the declines have exceeded 60%.  But that's only one kind of welfare.  In 1997, Congress actually created a new entitlement program affecting millions of American children--the State Child Health Insurance Program or S-CHIP with few lawmakers objecting to the idea of enlarging the welfare state.
