Getting Media Right: A Call to Action

In this speech, delivered December 2, 2011 to the Columbia University School of Journalism, Copps announced his concept of an FCC Public Values Test, which he stated would require: more diversity of broadcast and print media ownership; enhanced disclosure of information related to station programming, funding for political advertising, and community discovery; intensified programming for local news, public affairs, and culture; and instantaneous coverage of local emergencies --before the FCC would relicense broadcast outlets.
