Growing Pressures on Farm Policy

The 2002 Farm Act, formally titled the "Capitalized Farm Security and Rural Investment Act of 2002" (FSRIA), achieved little progress in the liberalization of U.S. farm policy. Funding the legislation over its expected life from 2002 to 2007 represents a 45.1 billion dollar increase in spending over the baseline of the previous farm act, the 1996 Federal Agriculture Improvement and Reform (FAIR) Act.
