Health care has become the major item on the nation's domestic agenda.  Since 1965 there have been dramatic changes in the health care industry, including numerous federal and state government interventions designed to improve access to affordable, quality health care.  These interventions have instead produced a sysstem that more and more Americans believe is not meeting their expectations for affordable, quality health care.  The purpose of this report is to present concisely the important components of a new health care reform agenda, with a focus on policy steps that can be taken at the state level.
