Improve the Environment Leave it to the States and the People

Becky Dunlop is the former Secretary of Natural Resources for the Commonwealth of Virginia.  She served from 1994-1998. In this speech she outlines her approach to natural resources in her capacity as a public servant. She argues that the federal government should allow the states more authority to care for their native resources.  Placing government authority closer to the people will allow localities to meet the challenges and problems facing the environment.  She also contends that the states should have grater freedom to not only care for the environment, and balance economic growth with environmental responsibility.
