The Staff Working Draft of the net neutrality bill, dated January 25, 2011, sponsored by Sen. Mary Cantwell (D-WA) and co-sponsored by Sen. Al Franken (D-MN). The bill would reclassify the Internet as a Title II entity under the 1932 Telecommunications Act, allowing it to be regulated in similar fashion as the landline telephone industry by the Federal Communications Commission.
