Kyoto & the [Canadian] Constitution

The spectre of federal government unilaterism has haunted the Kyoto debate in Canada from the start.  As Canada's Natural Resources Minister Ralph Goodale announced shortly after the federal governmnet signed onto the 1997 protocol, "Ultimately the decison about the ratification of international treaties is a federal government decision.
