Cyber schools meet students’ unique needs by allowing them and their parents to customize a course of study, says a report from the Pennsylvania-based Commonwealth Foundation. Virtual schools cost taxpayers, on average, one-quarter less than traditional schools, and must meet the same testing and funding accountability requirements of local public schools. Pennsylvania cyber-school enrollment has expanded nearly 1,400 percent in the past decade.
