Lessons on Reforming Health Care at the State Level

This Heritage Foundation lecture by Charles Baker looks at various state proposals at health care reform.  Many have favored Minnesota Care--which was a tightly controlled program and similaer to one the Clinton Administration proposed.  This lecture explains the program and why it came to pass.  The author asserts deregulation would be a better approach to the centralization we have seen in other states, like Minnesota.
