Managed Competition: Just What Exactly Is It?

In this Heartland Policy Fax Speech, John Goodman says that, 

NCPA recommends that we reject the idea of Managed Competition and instead go for real competition. We should allow real insurance markets in which risk can be priced accurately. We should allow people to avoid third-party insurance as much as possible through medical savings accounts, so they can directly control their own health care spending. We need to take care of people who are uninsurable, by using risk pools and other mechanisms. But, we shouldn’t screw up the market for 96 percent of the population in order to solve the problems of only 4 percent.
