When Californina voters approved Proposition 215 by a 56 percent to 44 percent margin last November, it was a real victory for patients in California. It was a partial victory for physicians in the state. Most dramatically, it was an expression, by 5.3 million voters, of disagreement with a cornerstone of federal anti drug policy.
