State Risk Pools: Playing a Key Role in Private-Sector Health Reform

In this model legislation the purpose of the model bill is to establish a mechanism through which adequate levels of health insurance coverage can be made available to residents of the state who are otherwise considered uninsurable. The bill would establish a state “association” or “pool” in which all health care financing mechanisms (insurers, HMOs and others if declared valid) would be members.
