Time for Clean Air Act Reform

The Clean Air Act Amendments (CAAA) of 1990 have placed a tremendous burden on state and local governments throughout the country. The CAAA's combination of rigid mandates, costly controls, and unnecessary measures threaten to put a damper on economic activity and individual mobility in many of America's major metropolitan centers. As a result, many state and local officials are now calling for reform.
