Waste, Fraud, and Abuse Concerns with the E-Rate Program

Oversight and Investigations Subcommittee staff –
October 18, 2005

While the federal E-rate program has arguably benefited the nation’s children, this report concludes the program falls far short as an example of efficiency, effectiveness, or integrity. The Subcommittee on Oversight and Investigations’ in-depth examination of the E-rate program uncovered serious instances of waste, fraud, and abuse. This work highlighted instances in which all program participants – the FCC, USAC, schools, and vendors – have neglected their respective obligations and responsibilities under the program’s rules.
