Tom Steward: "Forgivable" Loans in St. Paul Don't Cover Light-Rail Disruptions

St. Paul, Minn., has issued almost $4 million of no-interest, forgivable loans to small businesses that saw steep drops in customer traffic as a result of the construction of a nearly $1 billion rail line. But for many businesses, the loans have been a drop in the bucket compared to the losses the light-rail lines construction has inflicted. Watchdog.org Minnesota Bureau Chief has been covering the issue and joins us to talk about it.
