Competition Key to Reform

It was good to see your paper support John Shadegg’s Health Care Choice Act [“Health Insurance Showdown,” May 9]. While Mike Enzi’s bill is certainly an improvement on the existing system, it is only a half measure. Until individuals, not businesses, are the primary consumers of health insurance and states are forced to put their insurance regulatory regimes in competition with one another, a real reduction in insurance costs will be unlikely.
