Peg Tyre rightly pointed out that “poor schools become a dumping ground for green teachers,”[“The Blackboard Bungles,” Sept. 3] but failed to mention that more often than not, this is an unintended consequence of strict union pay rules, preventing principals in those schools from competing for top talent. If we want more quality teachers, we have to create the economic environment in which quality is rewarded.
