Don Ohannes

Investment Director, Allstate Insurance Company (retired); Project Financing Consultant

Mr. Ohannes began his career in Investments in 1967 as a municipal bond analyst with John Nuveen & Co. Since that time his experience as a bond analyst opened the door for other opportunities. It was at Allstate Insurance Company that he expanded his expertise in Municipal Bond Analysis, Project Finance and Portfolio Management. His responsibilities at Allstate included research and credit analysis that led to the purchase and sale of non-credit enhanced, rated and non-rated taxable and tax exempt municipal bonds. During the 23 years he spent at Allstate the municipal bond portfolio grew from $900 million to $18 billion affording him the unique opportunity to cross over to all sectors of municipal finance. As a generalist he was given the responsibility for developing the criteria that was to be used in purchasing non-rated tax exempt and taxable municipal bonds for a new Allstate non-rated program. He was given the authority to purchase up to $40 million of non-rated bonds for any one project without approval. Upon leaving Allstate he had $3 billion of non-rated municipal bonds under management.

His Municipal Investment experience allowed him to work directly with municipalities, investment bankers, bond and tax counsels, trustees, financial consultants, sole business owners and corporate executives of both public and private corporations. All of this has provided a forum for donating his services as a member and officer of governing boards of various not-for-profit organizations. Included are past Chairman of the Board of Swedish Covenant Hospital; past Chairman and Vice-Chairman of the Galter Life Center Board (a Swedish Covenant Hospital Affiliate); past Chairman of the Management Committee at the Northbrook Covenant Retirement Community in Northbrook, Illinois; past President of the National Gymnastics Foundation Board based in Indianapolis, Indiana; past President and current member of the Chicago Municipal Analysts Society; member of the National Federation of Municipal Analysts; former advisor to the Illinois State Scholarship Commissions IDAPP Program; founding member of the Board of Governors of the Five Seasons Sports Club in Northbrook, Illinois; Head Gymnastics Coach at Wheaton College (Illinois) from 1966 to 1969.

Mr. Ohannes earned a B.S. in Business and Industrial Management at San Jose State University and an M.A. in Economics from Roosevelt University (Thesis – Pricing And Economic Planning in The Soviet Union 1968). He has held National Association of Security designations: General Securities (Series 7), Uniform Securities Agent State Law (Series 63), Uniform Combined State Law (Series 66) and Health and Life Insurance Producer Licenses.

He currently serves as a consultant on Project Financing and is a Policy Advisor to the Heartland Institute.
