Lawsuit May Explain Trump Administration’s Mixed Signals on Medicaid

Published August 21, 2019

Utah received a mixed signal in July when the administration rejected the state’s request for a “partial” Medicaid expansion plan (see story on page 1).

The administration’s support for a lawsuit pending in the Fifth District Court of Appeals arguing the ACA is unconstitutional has led to a change of policy regarding new expansion plans even if they are innovative. The White House now believes it no longer makes sense to supply generous federal funding to Utah or any other state for Medicaid expansion under the ACA while it is arguing the entire law should be overturned, the Washington Postreported on July 28.
