In January 2016, North Carolina’s largest health insurer, Blue Cross Blue Shield of North Carolina, projected a two-year loss of $400 million for 2014 and 2015.

On February 2, NC Insurance Commissioner Wayne Goodwin outlined his grave concerns for the future of health insurance providers in the state, due to strain imposed by the Affordable Care Act, in a letter to U.S. Health and Human Services Secretary Sylvia Burwell.
