Alexandra (Sandy) Liddy Bourne
Prior to joining AEFC, she served as vice president for policy and strategy for the Heartland Institute, during which time she acted as Heartland’s Washington DC media spokesman and liaison to Heartland’s Legislative Advisors (elected officials), donors, and allies.
Bourne worked for the American Legislative Exchange Council, the nation’s largest membership organization for state elected officials. As policy director she provided supervision and guidance to the policy development of nine task forces, federal affairs program, and the international program. Under her leadership, 20 percent of ALEC model bills were enacted by one state or more, up from 11 percent.
She also served ALEC as the Natural Resources Task Force Director and developed the Energy Sustainability Project and Environmenta Health Initiative. She was tasked as the Director of the Homeland Security Working Group in October, 2001.
From 1996-1998 Bourne served in Virginia Governor George Allen’s administration as Deputy Director of the Department of Conservation and Recreation.
Bourne started her career as a nurse, receiving a B.S.N. degree from the College of New Rochelle, New Rochelle, New York, and an M.S.N. from Catholic University of America. From 1986 to 2003 she served as an officer in the U.S. Army Reserves, in the Army Nurse Corps. She had been elected to the Fairfax County Soil and Water Board in 1993. Bourne currently serves as a member of the Virginia of Land Conservation Foundation Board of Trustees by appointment of Speaker Bill Howell, Virginia General Assembly. She previously served on the Virginia Board of Agriculture and Consumer Services, Virginia Board of Nursing, and as a board director, president, and chairman of the Mount Vernon-Lee Chamber of Commerce.
Bourne has received numerous awards, including the ALEC National Chairman’s Award for Service and Dedication in 2001; Goodyear-National Association of Conservation Districts Merit Award in 1994; Who’s Who in American Nursing in 1993 and Sigma Theta Tau for community service in 1991.
Mrs. Bourne is married to MGSgt. Bryan R. Bourne, USMC. and resides in Virginia with their family. She is a member of Good Shepherd Catholic Church.
