Earlier this year, Mary Bills, former president and 12-year veteran of the Milwaukee school board, introduced a resolution highlighting the historic lack of board involvement and public attention to collective bargaining. Her resolution noted that the board typically received copies and details of contacts only three to six months after Board approval. On the eve of her retirement, she formally proposed that district policy should require full disclosure of teacher contact terms, including fiscal and policy implications, before Board approval.
