I have reviewed the Dubuque Municipal Connectivity Utility Feasibility Study. Based on this review, I have reached the following conclusions:
- The study does not support a recommendation that the City of Dubuque should build a
- municipal wireless network.
- The base case forecast in the plan is aggressive and unrealistic. As a consequence, the
- study understates the financial investment that the taxpayers will have to make in a
- municipal network.
