Heartland Institute Experts Comment on Missouri House of Representatives’ Approval of Application for an Article V Convention

Published April 22, 2016

The Missouri House of Representatives approved House Concurrent Resolution 64 on Thursday by a vote of 105-43. HCR 64 is Missouri’s application for an Article V convention. It’s backed by Convention of States. The application would call for a convention for the purpose of enacting a federal balanced budget amendment, imposing term limits on members of Congress, and reducing federal regulations. HCR 64 now goes to the Missouri Senate for approval.

Missouri could join six other states that have already enacted the Convention of States application. Texas Gov. Greg Abbott (R) and former Florida Gov. Jeb Bush (R) have recently endorsed the Convention of States application. Convention of States is a project of Citizens for Self-Governance, an organization promoting greater citizen involvement in government.

The Heartland Institute does not endorse a particular Article V effort.

“Missouri is called “The Show Me State” for a reason. That reason is because the House of Representatives showed the nation they are serious about reining in Washington, DC politicians. Missourians, along with a super majority of Americans, support a constitutional balanced budget requirement for the national government and term limits for federal politicians. The Missouri Senate can make The Show Me State a national leader again by passing the Convention of States proposal.”

“The Missouri House should be commended for its bipartisan vote in favor of the Convention of States resolution. Perhaps this bodes well for the Senate vote. It certainly bodes well for the progress of the Article V movement.”

“American voters have the right to vote for their lawmakers and speak out when their lawmakers have failed them, all granted to them by the U.S. Constitution. Now, the American people are taking charge and exercising their right to take back control from a federal government that has failed to govern in the best interests of the people.

“The Missouri House of Representatives has put Washington, DC on notice. The people will no longer stand for out-of-control spending from the nation’s capital, and they are here to exercise their constitutional duty and authority to work toward fixing the problems Congress has proven it’s unwilling to fix.”
