Missouri Judge Rules Against Smarter Balanced Membership

A Missouri Judge delivered a critical ruling on the state’s alignment with Smarter Balanced, the consortium that administers Common Core exams. According to an Associated Press report, Circuit Judge Daniel Green ruled on February 24 that Missouri’s membership with the testing company was illegal.

Judge Green referred to the state’s collusion with Smarter Balanced as “illegal interstate compact not authorized by the U.S. Congress.”

The Missouri Department of Education paid close to $4.3 million out of its budget for membership in Smarter Balanced in this fiscal year. 

Smarter Balanced is one of two companies administering Common Core exams. The other consortium is the Partnership for Assessment of Readiness for College and Careers (PARCC).
