A District of Columbia woman has been fined a total of $2,000 for shredding newspaper and junk mail and using it for cat litter rather than recycling the paper.
A DC Department of Public Works inspector admitted to pawing through the woman’s trash eight times, finding the soiled paper, and issuing a citation each time it was found. The citations were upheld in court.
