  • Reducing greenhouse gas emissions to 7 percent below 1990 levels would cost Pennsylvania state government $440 million a year.
  • The slower economic growth due to higher energy costs would reduce state revenue by $4.7 billion per year.
  • Total cost to state government would be $5.14 billion, about 26.5 percent of 2001 general fund revenues.
  • The cost to consumers and businesses in Pennsylvania would be unbearable, $11,305 per household.
