An organization called OpportunityIowa was created recently to “help communities execute a successful referendum to create a communications utility entity in the community.”
The group says it “provides fact-based education to help citizens better understand the issues.” Its Web site has a page titled “Proof Sources” promising “references to 3rd party documents, relevant links, and educational information.” As of January 4, 2005, the page contained a single document: “A Study of the Economic and Community Benefits of Cedar Falls, Iowa’s Municipal Telecommunications Network,” by Doris J. Kelley, dated October 2, 2003.
This memo offers a short and critical commentary on that essay.
