SCHIP Expansion Uses Smoke Screen

SCHIP expansion is known by Washington insiders as a blatant effort to incrementally introduce Hillary Care (“A Useful Health Debate,” July 29). Its strategic success is founded on the deceptive argument that “it’s for the kids and tobacco will pay for it.”

This expansion is not about kids, and tobacco will not pay for the cost. It will just make a down payment on a very big mortgage.
