Governor Jeb Bush believed the A+ Program would help direct education resources to problem areas, and that “it will improve public schools.”
Clint Bolick, litigation director for the Institute for Justice, predicted “competition will improve educational opportunities for all Florida’s schoolchildren.”
A May 2000 report on the A+ Program by retired Washington Times education writer Carol Innerst provides strong support for those views. Innerst’s report, Competing to Win, finds that many Florida public schools with “F” or “D” grades have reacted with “a sense of urgency and zeal for reform” in their determination not to lose students and money. In other words, school vouchers have led to positive reforms in public schools.
