No. 15 Corrections and the Private Sector: A Guide for Public Officals

Faced with rising prison populations, court-mandated reforms, and voter rejection of bond issues, many government agencies are investigating the potential of private sector corrections services. Private organizations, both nonprofit and for-profit, currently manage the majority of community corrections facilities and a number of juvenile institutions nationwide; the private sector also provides special serices, including food delivery and medical care. Recently, proposals advanced by private organizations for ownership and operation of entire adult facilities have focused national attention on corrections and the role privatization may play in providing corrections services.
