This study explores some of the implications of private transportation firms competing in markets traditionally served only by a government monopoly. It draws conclusions about how increased private sector participation may affect the efficiency of transit systems by focusing on the competitive situation in Chicago’s Illinois Central Gulf rail corridor.
This study is among the first to use quantitative tools to assess the ramifications of such competition for both suppliers and users of transit service. The findings are used to identify socially desirable legislation and regulatory change.
